There are a number of commercial 'Shock" toys like chewing gum pack, pen, etc.,

These work by the principle of piezo-electric high voltage generation.
Some are dynamic, with built-in hivoltage oscillators and a storage capacitor.

All these work at Voltages ranging from a minimum 5000v to about 20,000v. and some <1ma current.

This is not kids play and i think you should not play the prank on others by making some amateurish circuit without proper Technical knowledge and social responsibility. This could hurt them.

It is also time that you Grew up and stop playing stupid games, more so when it affects others.

Your joy may be someones pain........

Moreover, this is a Robotics Forum :evil:

Stick to Robotics or take yourself and your dangerous pranks elsewhere :!: :!:

like docel said ... use piezo ... and this is not the right place

Offtoipic but ...
The cheapest off the shelf would be to modify that electric bug racket .... Though it is quite painfull it can be fit into really small space ... 2 AA battries and a small circuit .. all you haver to do is buy and rip it and use it.
