What is the output voltage across NiMh cell in fully discharged state? I mean, how can I know that the cell is fully discharged just by measuring the voltage?

!.2V is the charged voltage. Any drop in this , on a nominal load means time to charge.

.9v is the minimum limit and you should not allow the cell to go down further.

These cells must be charged at 1.45V max. across the terminals. They dont have "charge Memory" but then its life depends upon proper care of the charge and discharge terminal voltages.
