IT should work , Is it one with Max232 or the transistor based RS232 ( these are bad ).

Also is it arduino NG ?

Press reset when you are uploading the sketch. Maybe the DTR or RTS line is not working and is IDE cannot reset the Boards.

Is this working ?

i bought a pci card and it worked

but for few uploads.

Then i tried to upload lcd program and it didnt work then

then i didnt see what the problem is

then i disconnected all the male jumpers and replace with female headers

now i n morning its not working and giving following error

avrdude: stk500_getsync(): not in sync: resp=0x00
avrdude: stk500_disable(): protocol error, expect=0x14, resp=0x51

its on every serial port the same . Red led blink when going through tools menu and uploading but then error comes

avrdude cannot access the bootloader.

Something is wrong , check if the serial connection is working fine by echoing in HT.
