First of all, go through the datasheet of the TSOP receiver you plan to use. Try understanding what in the datasheet. Google search for tutorials on the TSOP sensors. You will find a lot of information.

I remember an article on RI about TSOP sensors. I can't find it now. Anyway, there are already a lot of posts about TSOP sensors in the RI forum. Try going through them.

A simple IR obstacle sensor consists of an IR emitter and a receiver. If you plan to use a TSOP, then you will have to modulate the IR signal before transmitting. You can achieve this using simple 555 timers, oscillators or a microcontroller. Go for the one you are familiar with.

If you want to make a simple obstacle sensor, I think TSOP is not required. Go through this article
